Periodic Tenancy - Notice

Hi all

Just a quick question, a friend of mine rents a flat the AST will turn into a perodic tenancy after the 25th of this month.
Rent is paid on the 26th of each month

If they were to give notice to the landlord does that mean the earliest they can leave is the 25th Feb? (He says he has to give 4 weeks notice)

Briefly, T can leave:
a. on fixed-term expiry (no Notice required, although T can give one by way of courtesy); or
b. at any periodic tenancy month end thereafter, on one month's notice (or longer).
