This question of rent increase or rent review with commercial premises is a common one and you may glean more insight by reviewing the archive for Commercial Property Questions - click on the Archive link at the bottom of every page.
From the scant details you provide here, my guess is you have a peridoic tenancy which is covered by the Landlord and Tenant Act 1954, giving you security of tenure - the landlord cannot easily kick you out!
The fact that there is no agreement and no agreed review procedure puts you in a strong position vis-a-vis the landlord.
The landlord is entitled to a commercial rent and quite frankly if this is what he's asking for then there's little point in you resisting as this will only create bad relations and the landlord can get it in the end anyway, albeit at some cost to both parties.
The best way for the landlord to resolve this would be to terminate the existing arrangement by serving a Section 25 notice offering new terms in the form of a fixed term tenancy with a proper agreement and a new rent.
These would all be open to negotiation, and the fact that you are in occupation puts you in a strong negotiating position here, though if what the landlord is asking for is of a standard and reasonable nature, you will be obliged to accept in the end.
