- Carpet: you could sue them for breach of contract, but without anything in writing, you would be very unlikely to get anywhere - in future make sure any such promises are put in writing!

always get everything in writing, you can ask for a schedule of works when you sign a contract and get 'promises' put in that

for your dishwasher, call and WRITE to the agent/landlord telling them that its need's repairing and that if it is not done in say the next seven days that you intend to have it repaired yourself and that you will deduct the repair form the rent, legal yes, fair no, welcome to the world of being a tenant with a crap landlord.

make sure you get a receipt, keep a copy and send the receipt to the landlord

I would be mentioning the carpet too in the same letter, as they would have to deny it if it wasn't true!
