I recently submitted a planning application for the conversion of a 3 bed Victorian semi in to 3 self contained flats.

The council wrote to me explaining I had to pay a developer contribution of £3900, which I did.

They then refused permission (why they bothered asking me to pay in the first place I don’t know).

I have since submitted an amended application for 2 flats, but they have told me the developer contributions have changed and I now owe them £11,000 even though I am converting to one less flat in total!!

Can they do this? If it is an amended application do the old developer fees still apply?
