I bought a property last year with a regulated tenant. In 1987 the tenant agreed to pay the landlord a fix rate for the service charges (this includes water, gas and electricity). This rate has never increased since, and it is now only enough to cover for the water. I recently asked the tenant to increase the rate to cover for the gas and electricity but he refused to discuss. I am planning to register for the fair rent as it has never registered before, and with my initial discussion wit the rent officer he said that they would not get involved with the service charges as there was an agreement between the previous landlord and the tenant.

Do you have any suggestions where I can force the tenant to increase the service charges? Just to let you know that the Gas and electrivity is shared with a commercial property in the same building so it is difficult to know how much the gas and electrivity the tenant uses each month. Only for water where I have to pay seperately.
