Hi everyone, I'm new around here and I've got a few questions.....

Who is required to pay the Water & Sewarage Bill? Is it the landlord or the tenants, and does it make any difference that we are students?

Our contract says;

(2) To pay all rates, taxes, duties, assessments, impositions and outgoings which are not or which may at any time hereafter be assessed, charged or imposed upon the Property or on the owner or occupier in respect thereof.

(3) To pay for all gas and electric light and power which shall be consumed or supplied on or to the property during the tenancy and the amount of all charges made for the use of the telephon (if any) on the Property during the tenancy or a proper proportion of the amount of the rental or other recurring charges to be assessed according to the duration of the tenancy.

We have a water book and have been paying our standard water rates every month and weren't expecting this.

Also, having spoken to our landlord many times about repairs being needed in the kitchen, (he has been saying it will be done since 6th September, the day I moved in.) we shook hands and he promised to get it all done and sorted by the end of February, and suprise suprise nothing has been done.
Where do we stand on this?

Also, we had problems with our heating system before Christmas, eventually got a plumber out, and he replaced the timer, and was going to recommend a heating refit because the heating system is badly broken, andtold the landlord this, yet still nothing has been done, and we don't want another Gas bill for £100 for a month. Is the landlord liable for part payment?

Sorry about the many questions guys, but any help is appreciated.

Adi, I may be wrong but this is what I work on as a landlord:

I thought that if the property was furnished, the landlord paid for Water and Sewerage, if unfurnished, then the tenants are liable. However, I was include all utilities in the rent, W&S, electricity and Gas. The Landlord has to be careful not to make anything out of recharging utilities as this is not legal.

As far as repairs go, I would write to the landlord stating exactly what you feel is wrong with the property and your efforts so far in getting him to fix them, give a reasonable date that the repairs should be done by and if they are not done, state you are going to arrange for the repairs to be done and deduct the amount from the rent. Keeping all reciepts.

You have detailed your contract and it seems to me that you are responsible for all bills. That said, do what Dazalock said about the repairs, oh, and as a tip, ignore any self serving links on this forum especially iffy russian ones.

Nobody has yet spotted the wording of the AST in the original post, which makes me think it's not written in plain English. You know what that means if you've followed my postings on this subject!
