BT Connection Charge

I have just let my first flat, which is a newly built flat in a complex (big relief!). Phone sockets have been provided in the flat, but there has been no BT connection. The tenant tells me that he has booked for BT to set it up, and is expecting me to pay the £75 connection charge.

Is that something that I should reasonably be paying?
