rent arrears frustration - advice please

have a tenant who missed there payment in october sayimg they would make it up this month. today they have said they can only pay this months rent with no arrears. the tenancy ends in feb 06 and it looks like they will be permanently in arrears. So.
1) can i end the tenancy early for non payment of rent?
2) If octobers rent is late, will this constiture eventually as been 8 weeks late in december? or will the rent be constantly one month late?

any other advice on this will be helpful

It needs to be the amount (£) of 2 months in arrears.

You can still serve a S.21 to have them removed in February.
