Can anyone arrange this extract from a Flat Managements Memorandum of Association into laymans English.
To aquire the benifit of and to enforce by all means available at law or equity for the benifit of all the lessees,occupiers,and residents,all covenants (restricted or otherwise ) chooses in action and contracts which have a direct or indirect effect on the value of any property or properties.

Objects (aims) of Company include, for all lessees (who are its members), acquiring and exercising powers (e.g. enforcing covenants and contracts) that benefit the lessees and their properties.

I've been informed that Companies House is Responsible for enforcing the Memorandum but not the articles within it.Can you verify?.

Memorandum: sets-up and empowers company. It is intended for protection of outsiders as well as members.
Articles: form an internal "who-does-what" list of management rules. Concerns members only, not outsiders.
BUT it is really for members to enforce both, although Comapnies House (and Courts) may need to be involved too.
