You should have a gas cert. If you haven't the LL is in the wrong.
You should not have a dog in the place (in your agreement) You are in the wrong.
two wrongs do not make a right
try negotiating

1. Is it a house or a flat?
2. If flat, does L's lease prohibit animals?
3. Anyway, does your AST prohibit animals?

As stated in other posts if animals are prohibited in your AST you should comply with the agreement. A future tenant may be allergic to fur. A tit for tat situation never works. You would be better off finding a Landlord who accepts animals and complies with the gas regulations.
