Is Design and Access Staement required for a building change of use application?
There is no physical change to the building involved. It will be a change from A1 retail to A5 Takeaway.

If it does not involve operational development you dont need it.

As set out in the GDPO design and access statements will be required for all planning applications except for:
a material change in the use of land or buildings, unless it also involves operational development.
engineering or mining operations.
development of an existing dwelling house, or development within the curtilage of a dwelling house for any purpose incidental to the enjoyment of the dwelling house, where no part of that dwellinghouse or curtilage is within a designated area.
“Designated area” means a National Park, site of special scientific interest, conservation area, area of outstanding natural beauty, World Heritage Site and the Broads.

Unfortunatley its no longer so straight cut. The local authority may have introduced a local list requirement for design and access statements for change of use (even if it doesnt include operational development).
The simpilest approach would be to ring the duty planning officer in the DC section and ask.
