An Energy performance certificate can only be carried out by a qualified Domestic Energy assessor or Home Inspector.  Both have undergone rigerous training and pass examinations of degree level. Neither has anything to do with being CORGI registered.</description>

		<description>Mr. Flynn has got it wrong. Whether the boiler or fire is serviced or not makes not one jot of difference to the EPC.  This just records that there is a boiler installed and it's type and allocates an efficiency to this, which calculates, in simple terms, the heat input to the property.

You might wish to argue that the actual operational efficieny of the boiler etc should be taken into account - BUT IT ISN'T.  Perhaps the government might change this. So Mr Flynn and the editors of this article should check their facts.  I guess Mr. Flynn hopes to secure work from this, but readers/Landlords should be aware of misrepresenation ("the EPC should be carried out by a competently trained and legally qualified engineer, preferably CORGI registered" - WRONG!!)</description>
