		<description>Payment of housing benefit directly to tenants rather than landlords may have increased the non payment of rent.  The Housing Benefit department washes its hands of rental arrears.  It is up to the tenant whether or not they pay the rent with the housing benefit they receive.  The claimants of Housing Benefit are provided with options including how to remain in the property awaiting eviction.</description>
